HI  woodie and welcome to gofish.

Your best bet to go to quinte is contact Hawg Hunter(Member) (http://gofishont.com/quinteguideservice/) He can likely help you and be sure you read his web site, special offer there or if not he can steer you in the right direction. My understanding is that with current ice conditions you really need to know the areas you are travelling. So my best advice is contact Hawg or Sam at Carra (also a  member) for some good info before  you head  out...GOOD luck and we'll be watching for the report and pictures

Here is the walk on for the ice when icefishing out at Point Anne, not sure if you can Launch a small boat from there in the spring or not.

You can launch from Massasauga Point which has a small ramp and is only 3/4 of a mile South West or over to Herchimer Ave in Belleville which is a Cement Ramp. Herchimer Ramp is 2.5 miles west of Point Anne, George Street boat ramp is another mile west and puts you in downtown Belleville.

Depending on your boat size and where in BOQ you want to actually fish.. Deseronto has a GREAT boat launch that's free.. double wide cement.. excellent facility.

I've also launched over at Sherman's Point (Hay Bay) a lot too.
